THE OPEN BUDGET INDEX SURVEY 2010
Budget is the government’s most important economic policy tool. But the budget process and budget information has been the preserve by most of the government’s around the world.
It is increasingly believed that public access to budget information can help to improve accountability, which help poverty reduction initiatives more effective. For the purpose of comparing budget transparency and accountability amongst countries in the regional and around the world, International Budget Partnership (IBP) initiated the Open Budget Index (OBI) Survey.
In an attempt to advocate for improvement of budget transparency and accountability of Timor Leste, Lalenok Ba Ema Hotu (LABEH) has also participated in the OBI survey since its second round of the survey which its finding was released in 2010. The findings from the survey are deemed very useful for purpose of advocacy to demand for more transparent and accountable budget process and budget information of Timor-Leste.
In 2009, IBP conducted the OBI Survey 2010 with its civil society partners in 85 countries around the world. In which Lalenok Ba Ema Hotu (LABEH) and other five ASEAN partners also participated. The findings of the survey are expected to be disseminated at international level in October 2010. Meanwhile, participating partner in each country are expected to conduct a national launch of the findings of the survey as well by emphasizing on its comparative rank among other countries in the region and around the world, and more importantly to advocate for improved budget transparency and accountability of the country as well as the region such as ASEAN. Beyond national launch, regional launch will also be conducted in different regions of the world, including ASEAN region.
Overall objectives of events area as follows:
(i) To present and discuss the results of the OBI Survey 2010 on the state of budget transparency of Timor-Leste
(ii) To seek responses from Timor-Leste Government, the Development Partners, the National Parliament, and the National Commission for Anti-Corruption and The Inspector General including the Provedor Dos Direitus Humanus e Justica on the results of OBI Survey 2010 on the state budget transparency of Timor-Leste.
• Results of OBI Survey 2010 of Timor-Leste and the other ASEAN participating countries via brief presentation to all the participants ;
• Legislator and relevant government officials will be informed of budget transparency and accountability performance of Timor-Leste as compared to other countries in the region and around the world; and
• Findings will be widely covered by national and ASEAN regional media after the launch.
